As Representative, Ms. Sande provides leadership and strategic direction of the Country Programme in delivering results for children. 

 

She brings to the role 30 years of experience and expertise in international development, humanitarian coordination, policy analysis, advocacy, resource mobilisation and partnership. 

 

Prior to joining UNICEF, she was the Resident and Humanitarian Coordinator in Eritrea, coordinating 21 agencies in support of the implementation of the Sustainable Development Goals. 

 

Ms. Sande led UNAIDS as Country Director in Beijing, as well as in Uganda, Malawi and Lesotho. Prior to joining the UN she worked in renowned international organisations such as Oxfam and ActionAid International where she served as Deputy Country Representative in post genocide Rwanda; Country Representative in Zambia; Regional Programme Manager for the Middle East, Eastern Europe and the former Caucasus (Geogia, Armenia and Azerbaijan) and in the same function covering the Southern Africa Region. Just prior to joining the United Nations Ms Sande was the Director for Actionaid International's Southern Africa Partnership Programme. 

 

Ms. Sande has served on a number of boards and advisory committees, including the Global Campaign for Microbicides; the African Public Health Network; the Southern Africa AIDS Information Service (SAFAIDS); and the China AIDS Fund for Non Government Organisations (CAFNGO). 

 

Ms. Sande received a Master’s degree in Development Studies from the Australian National University in Canberra, Australia and a Bachelor’s Degree in International Relations from the United States International University in Nairobi, Kenya. 

 

She is a national of Kenya and the mother of two daughters.

Ms Charina Chan is currently the Chief People Officer of Temasek Foundation Ltd, where she is responsible for all organisational and talent-related matters at the Foundation. Charina is concurrently Lead, Ecosystem Stewardship at Temasek Trust Ltd.

 

Prior to crossing over to Temasek’s philanthropic ecosystem, Charina was part of Temasek International’s Organisation & People team where she led the Non-executive Talent portfolio. In that role, she was responsible for board governance as well as the management of an extended talent network for Temasek and its portfolio companies. Prior to that, Charina worked for Fullerton Financial Holdings, a wholly-owned subsidiary of Temasek Holdings.

 

Charina holds an MBA from Imperial College London and a Bachelor of Science degree from the National University of Singapore.

郭木财自2023年1月起出任淡马锡信托基金会首席执行官，致力于推进公益捐赠资产的管护，以创造可持续影响力。他同时担任淡马锡信托基金会顾问和淡马锡店屋主席，以及亚洲公益联盟、淡马锡信托基金会资产管理控股和ABC Impact控股董事。 

加入淡马锡信托基金会前，他曾任瑞士银行全球财富管理副主席兼全球及亚太区可持续金融主管，负责集团在商业领域的环境、社会和治理战略。在这期间，他也主导创立了新加坡瑞银慈善基金会并出任主席。 

 

他在2012年至2018年出任新加坡公共交通运营商SMRT企业总裁兼集团首席执行长，大力推动地铁系统升级与更新，并与政府紧密合作，落实新的地铁融资框架。他也负责监督SMRT在淡马锡控股旗下的私有化进程。2016年，他荣获《新加坡商业评论》年度杰出高管奖。 

 

他在2010年至2012年担任新加坡环境及水源部常任秘书，积极推动宜居环境建设、环境可持续发展及跨机构协作。 

 

在新加坡武装部队服务的28年间，他官至中将，并在2007年至2010年出任三军总长。他在2003年至2007年担任陆军总长，在2000年至2003年出任三军联合情报司司长。在他的领导下，新加坡武装部队转型为一支高度整合、互联互通的部队，并参与多项大型多国联合军事行动及人道救援任务。 

 

他在公共机构、商界及学术界均担任过董事和顾问职务，包括建屋发展局、新加坡国际企业发展局、裕廊镇管理局、国防科技局、公共服务学院、新科工程、思爱普公司亚太及日本区、日本丰田通商亚太公司、李光耀创新城市中心及南洋理工大学。2018年，他创办领导力发展与咨询公司Genium & Co。 

 

他拥有牛津大学工程科学硕士学位及哈佛大学公共管理硕士学位，并曾在瑞士洛桑国际管理发展学院进修。此外，他持有特许金融分析师协会颁发的环境、社会和治理投资证书。在军事教育方面，他曾在英国陆军参谋学院、新加坡武装部队军训学院及美国陆军步兵学校接受培训，并获美国陆军步兵学校颁发“杰出盟军领导力毕业生”荣誉。 

 

他曾获新加坡政府颁发公共行政（金）奖章及功绩奖章。在国际上，他获颁泰国一等皇冠勋章及一等白象勋章，并获得文莱、法国、印度尼西亚、马来西亚、台湾和美国颁授的多项荣誉。 

Mr Edmund Koh is a career banker with more than 30 years of experience in the financial services industry in Singapore and the Asia Pacific region during which time he garnered a deep understanding of Asian markets and developed a strong track record in leading and building successful businesses in Asia. 

 

A strong advocate of talent development and community involvement; he is always in the front line of providing mentoring to juniors, knowledge sharing and nurturing the next generation of leaders. 

 

Mr Koh is a board/council member of various committees including the MAS Financial Centre Advisory Panel, the Wealth Management Institute, the Asian Bureau of Finance and Economic Research, and the University of Toronto International Leadership Council. He holds a Bachelor of Science in Psychology from the University of Toronto, Canada.

Ruoyu Hu is a development finance and infrastructure professional with extensive experience in strategic leadership, sovereign and private sector operations, infrastructure development, and regional cooperation. He has worked across a broad range of development sectors, including urban development, water supply and sanitation, environmental management, climate finance, and regional integration, with particular expertise in aligning country operations with institutional strategy and development priorities. In July 2026, he has been appointed as the Deputy Country Director of ADB Resident Mission in the People’s Republic of China.

Laura Lucas is a climate policy and sustainable finance economist with 19 years of international experience across AIIB, UNDP, the World Bank and PwC. At AIIB, she works on climate policy-based financing, supporting governments across Asia and Africa in designing and implementing policy and institutional reforms that enable climate-resilient infrastructure investment and private capital mobilisation. Her work spans energy transition, nature-based solutions, carbon pricing and public finance. Previously, Laura was a Senior Sustainable Finance Advisor with UNDP Asia-Pacific, where she led high-level policy and financing engagements with ministries of finance and planning, regulators and financial institutions, covering sustainable capital markets, climate-responsive public finance and investment planning. She also authored major development finance diagnostics, policy analysis and reform roadmaps across Asia-Pacific. Earlier, she worked with the World Bank on structural, fiscal and infrastructure-sector reforms and was a Manager at PwC, leading major institutional and financial advisory engagements for infrastructure and public-sector entities in Central Asia. She holds an MSc in Banking and International Finance from Bayes Business School, City, University of London. 

刘强，现任儿童投资基金会全球气候项目主任、国区首席代表，全面负责机构的中国战略与项目，致力于推动中国及全球气候转型和可持续发展。他深耕气候变化与能源领域，自2001年以来长期从事相关研究、项目管理及国际合作工作。他拥有资源与环境经济学博士学位，为英国志奋领学者。 

新疆石河子市人，曾任浙江大学光华法学院20届研究生会主席。现就职于海亮乡村教育振兴基金会担任理事长一职，兼任浙江省社会组织总会基金会专委会副主任、杭州浙江大学乡村振兴分会副会长等职务。

陆漫春博士现任全球健康药物研发中心首席运营官。她于2016年开始参与中心的初创筹建工作，整体负责行政管理、财务、人力资源、法务、IT、传播推广以及其对外合作事务，为研发活动提供支撑，确保机构高效运转。 

陆博士在商业管理、科研研发及非营利组织管理等领域拥有丰富经验，曾先后任职于雅培中国、麦肯锡公司、美丽中国（Teach For China）以及昂飞公司（Affymetrix Inc.）。她本科毕业于北京大学化学专业，获威斯康星大学麦迪逊分校博士学位、加州大学洛杉矶分校安德森商学院MBA学位，并在普林斯顿大学完成博士后研究。 

世卫组织驻华代表马丁（Martin Taylor）于2023年7月履新。

 

马丁曾任世卫组织西太平洋区域办事处卫生系统与服务司司长，领导卫生筹资、卫生人力、初级卫生保健、服务提供、康复、基本药品和技术、卫生立法、传统医药、妇幼保健以及卫生服务质量，包括感染防控等领域的工作。

 

马丁投身全球卫生与卫生发展援助工作已有 20 余年时间，曾任顾问和管理者，致力于支持各国加强卫生体系。在世卫组织西太区办事处任职前，他曾担任澳大利亚高级专员公署在巴布亚新几内亚卫生合作方面的顾问。2013 年至 2017 年，马丁任世卫组织驻华代表处卫生系统和卫生安全部门负责人。

 

此前，马丁曾在英国国际发展部总部、区域和国家办事处不同岗位任职，其间 2003 年至 2007 年曾在北京办事处工作，领导中英两国在公共卫生方面的合作。他也是 2002 年成立的抗击艾滋病、 结核病和疟疾全球基金的创始团队成员之一。

 

马丁在剑桥大学和伦敦卫生与热带医学院完成学业。

陈海泉先生（Mr Peter Tan）自 2023 年 5 月起担任新加坡驻中华人民共和国大使。2015 年 1 月至 2019 年 9 月，陈先生担任新加坡外交部副常任秘书，掌管东南亚和亚细安（东盟）等事务。2019 年 10 月至 2023 年4 月，担任新加坡驻日本大使。2011 年 2 月至 2015 年 1 月，担任新加坡驻韩国大使（同时兼任蒙古国大使）。

 

Mr. Pierre de Boisséson is an economist in the Social Cohesion unit at the OECD Development Centre. He leads and coordinates the work on the informal economy and oversees the development of harmonised data through the OECD Key Indicators of Informality based on Individuals and their Households (KIIbIH) database. His research focuses on the livelihoods of workers in the informal economy, with particular attention to how major global trends, such as population ageing and climate change, affect them. 

 

Previously, Mr. de Boisséson was part of the OECD Development Centre’s Gender team, where he managed analytical and data-driven projects on discriminatory social institutions at the global and country levels, notably through the Social Institutions and Gender Index (SIGI). Before joining the OECD, he worked several years at the World Bank in the United States, Mexico, and several African countries.  

 

A dual French and Colombian national, Mr. de Boisséson holds a Master of Science from ESCP Business School in Paris and a Master of Science from Georgetown University’s School of Foreign Service (MSFS) in Washington, DC. 

A global macro investor for more than 50 years, Ray Dalio founded Bridgewater Associates out of his two-bedroom apartment in NYC and ran it for most of its 50 years, building it into the largest hedge fund in the world under his leadership. He is now in a stage of life in which he wants to pass along and help people learn about principles that have helped him, especially in markets and the economy. He is a long-running New York Times bestselling author of Principles: Life and Work, Principles for Dealing with the Changing World Order, How Countries Go Broke: The Big Cycle, and Principles for Navigating Big Debt Crises. He graduated with a B.S. in Finance from C.W. Post College in 1971 and received an MBA degree from Harvard Business School in 1973. He has been married to his wife, Barbara, for 49 years and has three grown sons and nine grandchildren. He is an active philanthropist.

箫文光先生现任亚洲公益联盟（Philanthropy Asia Alliance, PAA）首席执行官。PAA是由淡马锡信托基金会（Temasek Trust）发起的公益平台，旨在通过跨领域的多方协作，推动共建公益事业发展。他带领团队与联盟成员、各界合作伙伴紧密联动，加速具备长期、变革性社会价值的项目落地，助力亚洲在构建更可持续、更具包容性的全球发展格局中发挥更大作用。同时，他也全面负责联盟年度旗舰活动——亚洲公益峰会（Philanthropy Asia Summit）的整体统筹。 

 

加入 PAA 前，箫文光先生曾任淡马锡控股新加坡市场部及社区贡献部董事总经理。他于2017年加入淡马锡，此前担任淡马锡投资组合公司新传媒（Mediacorp）首席执行官。在职业生涯起步阶段，他曾任《海峡时报》(The Straits Times) 财经编辑，并曾在新加坡政府部门担任公务员。 

 

箫文光先生本科毕业于剑桥大学，主修经济学，后获美国费城艾森豪威尔基金会（Eisenhower Fellowships）授予的艾森豪威尔学者称号，该基金会长期致力于联结全球各领域的新兴领袖。 

Dr. Xiansheng Sun is the Chairman of the International Society for Energy Transition Studies (ISETS) and previously served as the fourth Secretary-General of the International Energy Forum (IEF). He has extensive experience with the China National Petroleum Corporation (CNPC), where he played a pivotal role in negotiating and signing numerous collaborative contracts for projects both domestically and internationally. Additionally, Dr. Sun served as President of the CNPC Research Institute of Economics and Technology (ETRI), the corporation’s think tank, until the end of 2015. He was deeply involved in the Chinese energy five-year plan and many other major policies.

黄天荫教授是一位学术领军人物、科研创新者，同时也是一位医师科学家。2022年，他出任清华大学讲席教授，担任清华大学医学院创始院长；现任清华大学副教务长、清华大学医学院院长。 

 

过去二十余年间，黄教授担任过多项重要管理职务，包括新加坡国家眼科中心讲席教授兼医疗主任、新加坡保健集团副集团首席执行官（分管科研与教育）、杜克—新加坡国立大学学医学院副院长，以及新加坡国立大学、墨尔本大学眼科学主任。 

 

作为一名临床执业视网膜专科医师，黄教授在视网膜疾病、眼科影像、人工智能及数字技术领域研究成果丰硕，发表1700余篇同行评审论文，累计获得超过1亿美元科研基金资助。 

 

他获得的重要荣誉包括：阿诺尔・帕茨奖章(Arnall Patz Medal)、何塞・黎萨尔奖章(Jose Rizal Medal)、弗里登瓦尔德奖(Friedenwald Award)，以及新加坡总统科学技术奖。他是美国国家医学院外籍院士、英国皇家学会院士。在2024年，黄教授荣获第十六届北京长城友谊奖。 

伍伟，毕业于天津外国语大学，获北京大学硕士学位，曾任共青团中央国际联络部副部长等职。2021年起任北京陈江和公益基金会秘书长。基金会主要开展人才培养项目和0-3岁儿童早期发展项目：在8省市建成140余个“慧育希望”活动中心，培养近400名养育师，服务2万余个农村婴幼儿家庭，出版我国首部0-3岁儿童发展蓝皮书，并联合多家基金会发起ECD共建项目；人才培养项目依托清华大学、暨南大学等高校开展。 

肖黎明现任腾讯可持续社会价值副总裁及腾讯公益慈善基金会秘书长，致力于发挥腾讯核心技术优势，创造可持续的社会价值。 2025 年在担任腾讯公益慈善基金会负责人后，联合发起 ” 可持续社会价值生态圈/企业公益行动网络 ” ，以推动企业公益领域的协同发展与创新。他还是腾讯助力国家乡村振兴战略的核心推动者与执行者，开创性探索以「人才培育+数字化赋能+机制创新」为核心的内生型乡村振兴路径，领导和完成的为村系列项目惠及全球与中国数千万农民，既培育出百万乡村治理骨干，又推动乡村经营型人才成为国家新职业。 

 

他毕业于中南财经政法大学，获得法学博士学位。 

许铭现任北京大学公共卫生学院全球卫生学系主任、全球健康发展研究院副院长。曾任国际组织抗艾滋病、结核和疟疾全球基金新兴经济体司司长、对外关系高级政策顾问，商务部中国医药保健品进出口商会副会长，并在联合国伊拉克科威特观察团和中国驻韩国大使馆等机构任职。

 

在全球公共卫生、国际发展援助、医药产业竞争力与产业安全、国际药政管理和企业国际化等领域发表论文和文章百余篇，并有专著和合编书籍多部。主持了多个国家和省部级以及政府间重大国际合作项目。曾长期担任国家医药重点项目和相关医药基地的评审组长和专家委员等。现担任世界银行大流行基金(The Pandemic Fund)技术专家组委员和世界卫生组织医药产品本地化生产与技术转移专家组委员。

Yang Biao holds a Ph.D. in ecology and serves as Secretary General of the Society of Entrepreneurs and Ecology Foundation (SEE Foundation). He is a member of the Conservation Biology Sub-Committee of the Chinese Zoological Society, the IUCN Green List of Protected and Conserved Areas in China, the Sichuan Wildlife Conservation Association, and the Sichuan Zoological Society. He also serves as an expert member of the Sichuan Nature Reserve Expert Committee and the Expert Committee of the Sichuan Giant Panda National Park, and is a former member of the Expert Technical Committee of the Fourth National Giant Panda Survey in Sichuan. 

 

His research focuses on the distribution, ecology, and conservation strategies of rare wildlife and plants; field surveys and conservation of giant pandas; conservation and management of protected areas and socioeconomic surveys of surrounding communities; biodiversity responses to climate change; carbon sinks and carbon neutrality; and biodiversity conservation strategies and planning. He has led or contributed to more than 50 funded projects, with total funding exceeding RMB 10 million, and has published over 40 papers in SCI journals, including Science, Science Advances, Current Biology, and Conservation Letters. He is committed to advancing biodiversity conservation and sustainable development in China and beyond. 

杨斌教授任教于清华大学经济管理学院领导力与组织管理系。他分别于1992年和2000年在清华大学经济管理学院管理科学与工程系取得本科、博士学位，毕业后留校任教至今。 

 

杨斌教授曾任清华大学经济管理学院党委书记、研究生院院长、深圳国际研究生院院长、教育基金会理事长、公共管理学院院长、清华大学副校长等职。曾担任哈佛—清华—中欧合作SEPC（高级经理人课程）项目联席学术主任。 

 

杨斌教授的主要研究方向为组织行为与领导力、企业伦理与社会责任、高等教育管理等。他曾担任清华大学教务长，热心推动教育教学改革，并长期担任中国学位与研究生教育学会副会长。 

 

在经济管理学院，他为本科和MBA项目创设并讲授一系列课程，包括《批判性思维与道德推理》、《领导力与组织变革》《文化伦理与领导》《管理思维》《企业史》等。他还应邀为多家世界500强企业提供战略管理咨询和培训，在管理论坛和学术会议进行主题演讲，在任教期间连续获得“清华大学研究生精品课”、“清华大学教学成果奖”、“清华大学教学优秀奖”等荣誉。 

 

杨斌教授还曾获得多项国家和北京市的教学成果殊荣，如2022年获得国家级教学成果特等奖，2014、2018年分别获得国家级教学成果一等奖，2017年、2022年分别获得北京市优秀教学成果特等奖，2013年、2022年分别获得北京市优秀教学成果一等奖等。因长期推动高校伦理课程建设获评“2017年度责任人物”。 

 

杨斌教授著有《企业猝死》《战略节奏》（合著）《在明明德》（合著），译有《大学的窘境与革新》《变革正道》《要领》《教导》《沉静领导》《温和激进》《管理者而非MBA》等。 

 

杨斌还兼任全国工商管理专业学位研究生教育指导委员会秘书长，也曾担任全国工程专业学位研究生教育指导委员会副主任委员兼秘书长。 

Dr. Hongliang Yang is Manager of Investment Solutions at the Asian Infrastructure Investment Bank (AIIB). In this role, he oversees the alignment of investment operations with AIIB’s sectoral strategies and thematic priorities to maximise development impact. He also leads the design and deployment of innovative financial solutions and new products to deliver added value to clients across members, including climate-focused policy-based financing. With more than 25 years of experience spanning infrastructure investment and policy research, he brings deep expertise in structuring complex projects and advancing sustainable development outcomes. Before joining AIIB in 2016, he worked at the Asian Development Bank in Manila, focusing on infrastructure and regional development. He holds a PhD. from the University of Cambridge, UK.  

Dr Zhai Yongping is a Senior Advisor in the Strategy Development Department at Tencent, where he focuses on carbon neutrality strategy. He holds a PhD in Energy Economics from Institute of Energy Policy and Economics, Grenoble, France (1989) and a Bachelor's degree in Thermal Engineering from Tsinghua University (1983). Over a distinguished international career spanning nearly three decades in development finance, he served as Chief of the Energy Sector Group and Principal Energy Specialist at the Asian Development Bank for 21 years, and previously worked at the African Development Bank for 7 years. He is a member of the Steering Committee of the Greenhouse Gas Protocol (GHG Protocol). His research interests cover carbon neutrality, energy transition, green finance, clean energy in rural areas, and the green transformation of data centres.

张帆女士拥有 15 年以上深度耕耘企业慈善及公益领域的专业经验，曾主导及操盘多个具有国内外广泛影响力的重大公益项目与企业 CSR 战略，深耕青少年发展、社会创新及互联网公益平台等核心领域。张帆女士持有纽约大学（NYU）公共管理硕士（MPA）学位。 

张雷于2007年创立远景，秉持“为人类的可持续未来解决挑战”的使命和“开创文明新繁荣”的愿景，致力于构建永续、普惠和智能的新型电力系统，业务涵盖智能风电、绿氢、AI驱动的能源系统、AIDC电力与储能基础设施、智能物联网及绿色科技投资。 

 

张雷是彭博创新经济气候变化科技联盟创始成员兼主席、世界经济论坛首席执行官气候领袖联盟成员。2026年，他荣膺能源学会年度主席奖，成为首位获此殊荣的企业家。 

 

在产业实践之外，张雷长期投入面向可持续未来的人才与知识能力建设。他领导远景与清华大学设立清华大学远景可持续研究院和清华大学远景可持续基金，支持未来能源系统、人工智能与前沿科技探索；并与尼古拉斯·斯特恩勋爵共同发起创立伦敦政治经济学院全球可持续发展学院，推动可持续经济增长、金融、全球治理、自然与社会等领域的跨学科研究与行动。 

 

2026年，远景因“戈壁使命”计划和远景星河基地再度入选《财富》“改变世界”榜单。 

中国疾病预防控制中心传染病处人兽共患病室（One Health）主任；流行病与卫生统计学博士，研究员。主要从事人兽共患病监测、防控及相关研究工作；兼职农业农村部动物防疫专家委员会委员、中华预防医学会狂犬病工作委员会副主任委员、中国地方病协会布鲁氏菌病分会副主任委员。​

郑志杰是盖茨基金会北京代表处首席代表，带领基金会的中国团队，发展并深化基金会与中国的公共、私营以及非营利部门的合作伙伴关系，推动中国和全球改善贫困人群的健康和福祉。 

 

郑志杰在过去数十年间一直致力于全球健康与发展领域的工作，曾在中美顶尖研究机构和高校担任管理职务。 

 

在加入基金会之前，他担任北京大学王宽诚讲席教授、北京大学公共卫生学院全球卫生学系主任和全球健康发展研究院副院长等职。在北京大学任职期间，郑志杰与多个领域的伙伴共同携手，启动相关项目与倡议，推动跨学科国际合作、培养全球健康与发展事业的未来领导人才。 

 

郑志杰还曾任上海交通大学公共卫生学院院长、美国国立卫生研究院国家心肺血液病研究所医学流行病学督导和科学研究转化中心资深主任、美国联邦疾病控制预防中心心脑血管病预防部首席流行病学专家等职务。 

 

郑志杰在多个专业机构担任领导职位，包括中国医师协会公共卫生医师分会、博鳌亚洲论坛全球健康论坛，以及中国全球卫生网络等。他也是多个中国国家和地方机构咨询委员会的成员。 

 

郑志杰毕业于上海医科大学，先后获得复旦大学哲学硕士，以及美国北卡罗来纳大学流行病学公共卫生硕士和哲学博士学位。
